Definition and advisories
The Ministerial Permit is a special class of Temporary Resident Permit. It is only issued to individuals visiting and residing in Samoa for diplomatic purposes. Ambassadors, high-level diplomats and visiting dignitaries are the typical holders of Ministerial Permits.
Anyone who requires a Ministerial Permit for their stay in Samoa should contact the Government of Samoa's Ministry of Foreign Affairs (+685 21171 from 8am to 4.30pm Samoa Standard Time, Mon-Fri). No applications directly submitted to Samoa Immigration will be considered.
