Definitions and advisories
Samoan citizenship by permanent residence may be granted to individuals who have continuously held Samoan permanent residency for a minimum of five years. Note however, that meeting all the requirements does not necessarily guarantee that an applicant will receive citizenship. The determination of each application is made by the Minister upon review of the application.
Requirements
Applicants must meet certain requirements before their application for citizenship by permanent residence will be considered. All applicants must:
- have continuously held Samoan permanent residency for a minimum of five years preceeding the application;
- be of good health and character;
- understand the responsibilities and privileges of being a citizen of Samoa; and
- intend to continue to reside in Samoa.

Examples of suitable documentary evidence include references from applicants' local church ministers, neighbours, past and present employers and social clubs or organisations.
